Rhode Island Governor Vetoes Ballot Initiative that Would Have Expanded Gambling

Rhode Island Gov. Donald L. Carcieri vetoed a proposed ballot measure on Tuesday that would have paved the way for full-scale casino gambling and video lottery.

Carcieri expressed concerns early on about the legality of the measure, stating, “The Legislature grants the authority for every city and town to control themselves and control their affairs, so I think there is a legal issue here, possibly a constitutional issue…of the Legislature passing something that…bypasses the process at the local level…I think that is a serious issue that needs to be looked at.”

Lawmakers will not attempt to override the governor’s veto, according to House spokesman Larry Berman.

The Rev. Eugene McKenna, with Citizens Concerned about Casino Gambling, said gambling is bad for the economy and its development.

“The casinos don’t get new revenue,” said McKenna. “They just move around and transfer the wealth around.”
